Allahabad High Court has said in an order that Nursery Training Certificate is not the minimum qualification for appointment to the post of assistant teacher in primary schools. The court said that this qualification is not even equivalent to BTC, hence candidates holding Nursery Training Certificate are not eligible to be appointed to the post of assistant teacher in council schools from class one to five, Justice Saurabh Shyam Shamsheri has given this order while rejecting the petition of many candidates. The petitioners said that they had applied for assistant teacher recruitment and participated in the counselling. But he was not selected on the basis of not having minimum qualification. A petition was filed against this in the High Court.
The counsel for the petitioners also challenged the advertisement issued on 17 October 2013. Said that in the advertisement, Nursery Training Certificate was not included in the minimum qualification whereas as per the notification issued by NCTE on 23 August 2010, Diploma in Elementary Education by whatever name it is known is included in the minimum qualification for the post of Assistant Teacher.
It was said that as per the notification dated 23rd August 2010, to teach children from class one to five, the candidate must have a two-year Diploma in Elementary Education by whatever name known with 50 percent marks in Intermediate, because the petitioners do not have a nursery school. Training Certificate which is equivalent to Diploma in Elementary Education and BTC. Opposing this, the Basic Education Council said that the curriculum of Nursery Training Certificate has been prepared according to pre-school education i.e. children up to class one and two, hence it cannot be considered equivalent to BTC or Diploma in Elementary Education..

After hearing both the parties, the court dismissed the petitions and said that the BTC courses have been prepared for classes one to five whereas the Nursery Training Certificate is an early childhood education course and it is suitable for children up to pre-school or classes one and two.
